The first car clubs in Cornwall look set to be created in Falmouth, Penryn and Truro.
Under the scheme there will be a bank of pool cars which will be available for hire by the hour or day.
The aim is to remove the costs to individuals of owning their own car as well reducing congestion and emissions and encouraging healthy lifestyles.
Cornwall Council is behind the plan and has already set aside funding for the first two years, after which is will be expected to become self sufficient.
A support group is also being set up to help ensure the project gets off the ground.
Consultation has already taken place with various organisations, town councils and businesses.
As a result the three towns were identified as meeting the requirements and where there was community interest.
A report put together on the subject is currently being considered by Cornwall Council and it is hoped operations can begin this autumn.
Parking locations are currently being identified, and are likely to be within Council run car parks.
Sue Wetherill from Transition Truro, which is part of the support group, said: "It cost more than £1,000 a year to run my car and that's before I even put petrol in.
"There is a huge cost to owning a car."
She said clubs have been successful in other areas, including Devon and she is "confident" it will work in Cornwall.
"They work best in high density areas but research shows the maximum people are prepared to walk to a car is 800m.
"People in car clubs tend to be healthier and they use public transport more as well.
"But we have got to get both businesses and residents using it to make it more viable."
Nigel Murray from Transition Falmouth, also part of the support group, said although they were looking at a minimum of 20 cars for the three areas, that could be reduced to just ten to begin with.
