Truro City Council will go ahead with a legal challenge against plans for a Waitrose and new park-and-ride in Truro.
Councillors voted unanimously to launch a Judicial Review to challenge Cornwall Council's decision to give planning permission to the controversial scheme.
The Truro Eastern District Centre (TEDC) would also include a new park-and-ride, 97 homes, a recycling centre, and a local produce food hall, Taste of Cornwall.
Elwyn Jones, the businessman behind Taste of Cornwall, said the decision to mount a legal challenge was "a disgrace to the democratic process" and said councillors should be "personally liable" for the costs.
Stuart Roden, Truro City Council member for Tregolls ward, said at the meeting on Monday: "This is about protecting the city, protecting the boundaries and protecting it from expanding out to Tresillian.
"If this and other schemes go ahead they will form an urban sprawl from Chiverton Cross to Tresillian.
"We have got to fight each of these as they come up. We have got to put a marker in the sand."
Mr Jones said most people no longer shopped in town centres.
He said: "In my opinion they are a disgrace to the democratic process and should be personally liable for the costs."
