Finance for Cornwall's landmark sports stadium could be in place in the "near future" as developers revealed the first images of the planned 10,000-seater venue.
The £16.5 million stadium proposed for Threemilestone, near Truro, would become the permanent home of the Cornish Pirates rugby team.
And despite a £10 million funding package being knocked back by Cornwall Council earlier this year, there remains strong interest from private investors.
Cornwall Community Stadium Limited, a consortium of the Inox Group, Truro and Penwith College, and the rugby club, have now submitted detailed plans to the council.
Peter Marks, chairman of the Stadium 4 Cornwall Group (S4C) said the group was delighted with the images "and still firmly believe the stadium will become a reality".
Outline planning permission for the venue at Langarth Farm was granted in January. In addition to core sports facilities, it includes commercial facilities including "dual function" spaces for conferences, exhibitions and corporate hospitality on match days to ensure the stadium has a weekday business. It has also been "future- proofed" for expansion, with the ability to increase the capacity to 15,000 in years to come.
Former Cornwall Council leader Alec Robertson had backed public investment in the project, but walked away after major opposition from councillors. He was ousted from the leadership earlier this month.
A spokesman for Cornwall Community Stadium Limited said the latest planning application was "an important step forward".
But, he said: "Recent political disarray within Cornwall Council does not reflect well on the county. Project partners would urge the council to restore stability and direction at the earliest opportunity, to enable plans for development to be considered in a positive environment."
The new venue is part of a "stadium village" plan which also includes 1,500 homes which was narrowly approved by councillors back in May. The 160-acre site will be developed by property group Inox over the next 10-15 years.
