Cornwall Councillor Collin Brewer has claimed his latest comments about disabled children, which have prompted calls for his resignation and investigations by the police and council, were taken out of context.
The Wadebridge East councillor allegedly compared disabled children with deformed lambs in an interview with the Disability News Service.
His comments come after he resigned from the council in February when it was revealed he told a charity worker that disabled children should be put down.
He was re-elected in the local elections on May 3 after opting to stand again.
Speaking outside his home today, he told the BBC: "I didn't intend to offend anyone and people will know that I am really a good man and I was just indicating an example of what happened in the past. I have always said I am a Christian and I believe in the sanctity of all life.
"Please let me move forward. This is holding everything back. I don't know what I am doing, I am on medication and I just want to rest. Let me get out of this please. I wish I hadn't spoken to anyone at all."
Cornwall Council announced this afternoon that it would be investigating whether comments made by Mr Brewer represented a breach of the code of conduct.
Earlier this week, council leaders condemned Mr Brewer's comments in a joint statement saying they "have no place in local government".
A second protest has been organised for May 24 outside County Hall in Truro.
