CORNWALL planners have decided to hold a site meeting before determining a controversial planning application on the outskirts of Redruth.
The Rhosnoweth Development Ltd's proposal for 140 homes on land next to Rowan Meadows, Treskerby, generated almost 400 responses during the public consultation.
Of these 346 expressed objections, while 25 offered support for the proposal which comprises 56 affordable homes and 84 for the open market.
Supporters of the scheme are in favour of the provision of affordable homes where a local need has been identified.
Opponents catalogue a long list of objections, including ground contamination, difficult access on to the A3047, increased risk of flooding, noise, unsustainable development, and "lack of requirement for further housing".
The application was considered by Cornwall Council's West Sub Area planning committee on Wednesday, after being "called in" by the local member, Councillor Mike Eddowes.
In a written statement, he told the committee: "I object to this planning application on three grounds.
"First, infrastructure; secondly, traffic; and finally flooding."
The schools, were almost full, access to the site was unacceptable, and run off from the proposed development could flood neighbouring properties, he said.
He asked for a site meeting.
In his report to the committee, planning officer Peter Gregory described the proposal as "sustainable, accessible and inclusive".
He said: "The council's affordable housing team supports the delivery of affordable housing as part of this application, subject to completion of a satisfactory Section 106 agreement that ensures the dwellings can only be occupied by a qualifying person in housing needs.
"By reason of its design, scale and layout, the proposed development will not cause material harm to the amenities and living conditions of existing and incoming residents.
"The proposed development will contribute to the delivery of a more effective and safer transport system and will not prejudice the effective management and safe movement of traffic and pedestrians.
"...it has been agreed that the developer will provide off-site financial contributions towards improvements to the wider highway network, public open space in the local area and expansion of the primary school infrastructure."
He recommended approval.
